Judge Raymond W. Mitchell is “Highly Qualified” to serve as a Justice of the Illinois Appellate Court. Judge Mitchell was admitted to practice law in Illinois in 1993. After serving as a judicial law clerk for the U.S. Court of Appeals and the Illinois Supreme Court, he distinguished himself as a practicing attorney handling complex civil litigation. In 2008, he was appointed a judge in the Circuit Court of Cook County and assigned to the Traffic Division. Judge Mitchell served in the Law Division’s Individual Commercial Calendar Section beginning in 2011 until 2017 when he was assigned to General Chancery. Judge Mitchell is highly regarded for his knowledge of the law, judicial experience, and judicial temperament.

“The Hon. Raymond W. Mitchell was admitted to the Illinois Bar in 1993. He was appointed to the bench by the Illinois Supreme Court in 2008 and was elected in 2010. He is currently assigned to the Chancery Division, Calendar 2. Judge Mitchell has co-authored a Traffic Court Bench Book.

 

Judge Mitchell is a well-respected jurist with good legal ability presiding over complex matters. Since 2015, he has issued over 500 written opinions. He is reported to be exceptionally knowledgeable about legal doctrines, principles, and procedure. He is reported to be respectful to all parties before him, and is praised for his temperament. He is reported to be exceptionally hard working, with a strong commitment to professionalism. He is also praised for his courtroom management skills. The Council finds him Well Qualified for the Appellate Court.

Illinois State Bar Association—

Hon. Raymond W. Mitchell was admitted to the Illinois Bar in 1993. He did complex litigation at Winston & Strawn, eventually becoming a partner. In 2008 he was appointed to the Circuit Court of Cook County and elected in 2010. He is assigned to the Commercial Calendar.

Judge Mitchell is considered to be of high integrity with a good judicial demeanor. He expects the lawyers who appear before him to conduct themselves with the same high degree of integrity. He does his own research and his written opinions are well thought out.

For the 2016 General Election, the Illinois State Bar Association finds Hon. Raymond W. Mitchell Qualified for retention as a judge of the Circuit Court of Cook County.

He served as an associate lawyer with Gardner, Carton & Douglas. Prior to his appointment to the bench, he reports being involved in numerous pro bono efforts. Judge Mitchell is considered to have good legal ability and was well-respected as an attorney in private practice.
